The legislator said that the responsibility for the presence of illegal content lies entirely on the site administration and those who upload such content to the Web.

Deputy Minister Alexei Volin said: “The user is not guilty that he downloaded pirated content. He does not have to know whether a resource has rights to videos, music or books that it distributes. ”
